This type of joint investing implies state-budget financing at the federal and regional levels of certain lines of activities of innovative companies, in particular, completion of their research and development works, independent testing, technology (or product) studies, patenting of inventions, rendering consulting services, etc.

       The following procedure is adopted for the participants to the present program.  

1. selects an innovative project (a company) which is of interest for further commercialization; 
2. specifies the types of works on the project and amounts of finance required for implementation thereof; 
3. selects the most convenient (among the available ones) mechanism of  state-budget financing considering the selected project; 
4. prepares, jointly with the project initiator, an application for obtaining finance in compliance with the existing requirements; 
5. submits the application following the established procedure.
